联合研究：亚太大湾区海事安全法律制度体系的构建

主要目的：总结亚太地区海事安全风险，结合亚太大湾区的发展，研究和构建符合亚太地区独特诉求的海事安全法律制度体系，助力亚太大湾区建设。

内容：亚太地区是世界上大湾区较为集中的地方，如旧金山大湾区、东京大湾区和粤港澳大湾区等，更是海运业密集区。海事安全构成亚太大湾区建设的应有之义。研究亚太大湾区海事安全面临的风险，分析东京谅解备忘录在海事安全区域性安排中尚待完善的制度，构建符合亚太地区大湾区发展诉求的海事安全法律制度体系，为亚太地区大湾区发展提供海事安全法治保障。

Joint study：the Construction of Maritime Security legal system in Asia-Pacific Bay area

The main purpose：to summarize the maritime security risks in the Asia-Pacific region, combined with the development of the Asia-Pacific Bay area, to study and construct a maritime security legal system in line with the unique demands of the Asia-Pacific region, and to help the construction of the Asia-Pacific Bay area.

Content：the Asia-Pacific region is a more concentrated place in the world, such as San Francisco Bay area, Tokyo Bay area and Guangdong-Hong Kong-Macau Greater Bay Area, and so on. The maritime security constitutes the proper meaning of the construction of the large-bay area in the Asia-Pacific region.This paper studies the risks faced by maritime security in the Asia-Pacific Bay region, analyzes the system to be improved in the Tokyo Memorandum of understanding in the regional arrangement of maritime security, constructs a maritime security legal system in line with the development demands of the Greater Bay area in the Asia-Pacific region, and provides maritime security and the rule of law for the development of the Greater Bay area in the Asia-Pacific region.
